In the 6th Century, the Goths destroyed the ancient city of Corcyra (or Chersoupolis), driving its inhabitants, the Byzantines, to the safer region bounded by two high points. There are two mountain peaks within the Old Fortress, so it's unclear to me whether they took refuge between those peaks -- or between the Old Fortress and the New Fortress (where the Old Town lies). There's plenty of room within the Old Fortress for a very large town, especially by medieval standards. And there's even a natural port on the northern side.
